Call for Participation in the Portuguese Hydrogen IPCEI

The Portuguese Government has launched, under Order nr. 6403-A/2020, a call for expression of interest for participation in the Hydrogen Important Projects of Common European Interest (IPCEI) (https://www.hydrogen4climateaction.eu/ipcei-on-hydrogen).

According to the aforementioned Order, the green hydrogen project in Sines (“Sines’ Project”) is considered to have the potential to constitute or integrate an IPCEI, contributing to the emergence of a hydrogen marked.

The Sines’ Project is an integral part of the Portuguese National Strategy for Hydrogen, which is under public consultation (https://participa.pt/pt/consulta/en-h2-estrategia-nacional-para-o-hidrogenio).

According to the said strategy, this project intends to be an anchor project of large dimensions for an industrial scale production of green hydrogen, with full capacity in electrolysers of at least 1 GW by 2030, powered by renewable energy, namely solar and wind. In operational terms, the goal is for the first electrolyzer units to start operating in 2022.

Within this context, and assuming a proactive approach, the Portuguese Government is inviting promotors to present projects which may integrate the value chain of the Sines’ Project and thus participate in the future Portuguese application to the Hydrogen IPCEI.

The projects which comply with the requirements established in the aforementioned Order, being reviewed by an Admission Committee, established within the said Order, will be eligible to deeper analysis by the competent national authorities in conjunction with European Commission, to enrich and reinforce the Portuguese application to the Hydrogen IPCEI.

The deadline for expression of interest is 17 July 2020 and shall be done by a predetermined form (https://www.portugalenergia.pt/setor-energetico/bloco-4/).

The outcome of the call shall be concluded until 27 July 2020.
